It is declared unlawful for any person or persons to throw the carcass of any animal,
dirt, offal, ashes, slops, refuse, manure or other thing in or upon any of the streets,
alleys, sidewalks, public grounds or courses of the village, or permit slops to flow
from their premises in the village, and any person or persons so doing shall be fined
in any sum not less than two dollars nor more than twenty dollars for every offense.
