§ 12.28.010. Numbering system established.

  • The several buildings that are now or may hereafter be erected in the village shall be numbered by the owner or owners, occupant or occupants thereof according to the following plan:

    A.

    Menard Street and Mount Vernon Street shall constitute the base line streets, from which lines numbering of buildings or lots situated on the streets extending from said lines on either side shall commence, the odd numbers being on one side and the even numbers on the other side of each street, progressing alternately from side to side.

    B.

    All those portions of any and all streets running east or west of the base line established by Menard Street shall hereafter bear the prefix "East" or "West" according to their location with reference to the base line.

    C.

    All those portions of any and all streets running north or south of the base line established by Mount Vernon Street shall hereafter bear the prefix "North" or "South" according to their location with reference to the base line.

    D.

    One number shall be assigned, as far as practicable, to each twenty-five feet of frontage.

    E.

    The numbering shall be done in what is known as the Philadelphia, or St. Louis, plan of hundreds to a block, numbering from the base lines established in this section, beginning at 100 at each base line, north, south, east or west, as the case may be. The odd numbers shall be on the north and west sides of the streets and the even numbers on the south and east sides of the streets, and diagonal streets shall be numbered according to their predominant line of direction.

    F.

    The village board shall assign or cause to be assigned to each residence, apartment, place of business or other building its legal number and shall inform the owner, agent or person in possession of such premises as to the number thereof.

    G.

    Whenever any house or building shall have been numbered in accordance with the provisions of this section, such number shall not be changed or altered without the consent of the village board.

    H.

    A structure separated into several separate units of occupancy internally, and having one principal entrance, shall be assigned one street number determined by the frontage location of that principal entrance. Separate units of occupancy may be further designated by apartment letters or numbers.

    I.

    Duplex housing, built or converted for such use and having a separate entrance for each occupant, shall be assigned a street number for each entrance whenever practicable. A separate entrance in the rear of the structure shall be assigned the same number as the front but with the suffix "Rear" or "R," such as 105R.

    J.

    The number assigned to each building or structure shall be determined by the frontage and location of the principal entrance. A perpendicular line from the centerline of the front entrance to the center of the street marks the location from which the street number shall be determined.

    K.

    A building or structure located on a corner lot shall be assigned a street number determined by the frontage location of the principal entrance to the structure. If the principal entrance is so located that it could be considered as fronting on either street then the choice of frontage for the purpose of street number assignment shall be determined by either (i) direction of frontage of the lot upon which the structure is placed or (ii) ease of identification of the number from the street.
