  • A.

All new structures and any addition to any existing structure used for commercial or industrial purposes including, without limitation, uses authorized within the C-1, C-2, C-3,1-1 or I-2 zoning districts shall be subject to a water and wastewater facilities assessment of $750.00 for each population equivalent generated by the improvement as reasonably calculated by the village engineer.

    B.

Any water and wastewater facilities assessment due under the provisions of this section shall be paid prior to the issuance of a building permit for the improvement.

    C.

For purposes of this chapter one population equivalent is a combination of one population equivalent with respect to the sanitary sewer system and one population equivalent with respect to the water system. One population equivalent with respect to the sanitary sewer system is one hundred gallons of sewage per day containing seventy-seven grams of five-day biochemical oxygen demand and ninety-one grams of suspended solids. The impact on a sanitary sewer system is evaluated as the equivalent of the highest of the three parameters. One population equivalent with respect to the water system is one hundred gallons of water per day.
