§ 2.16.050. Duties—Inspection—Reports.
A.
The warrants, books and papers pertaining to the office of the village collector shall at all times be open to inspection of the president of the board of trustees or any member of the board of trustees or committee thereof.
B.
The village collector shall monthly, and oftener if required by the board of trustees, pay over to the persons or officers authorized to receive the same, all moneys collected by him as such collector, taking proper receipts therefor, which receipts shall be kept on file his office.
C.
The village collector shall also, annually between the first and tenth days of April of each year, prepare and present to the board of trustees a statement of all moneys collected by him as the collector during the preceding year, the assessment or account on which collected, the balance due and uncollected on all warrants in his hands, and the balance remaining due and uncollected at the time of return on all warrants which he has returned during the preceding year to the county collector, as provided by law, and he shall publish or post the same as required by law to be done in regard to the annual report of the village clerk.
D.
The village collector shall maintain a system of records as such collector consistent with any general plan of accounting and keeping of records now or hereafter adopted by the village, preserve and keep the same in his custody at all times, unless produced by him elsewhere by order of a court of competent jurisdiction, or by the board of trustees of the village. At the termination of his term of office, whether by limitation, removal or otherwise, he shall promptly deliver all records of his office to his successor or such person as the board of trustees may direct.
E.
The village collector shall neither give nor issue a receipt in full payment for any special assessment or installment thereof or interest thereon, unless the same has in fact been paid in full, and he shall have no authority to compromise or make adjustments of amounts shown to be unpaid on warrants in his hands, except as authorized specially by the board of trustees and he shall at all times observe and follow any regulations from time to time prescribed by the board of trustees relative to the conduct and management of his office.
