    The village recognizes that there is a housing shortage in the community for elderly persons (sixty-two years and over), lower-income families and other lower-income individuals. In an effort to ameliorate this condition, the village proposes to acquire land in order to facilitate the development of new housing for the community's lower-income persons. The expansion of housing opportunities in the village would enhance the living environment of everyone, directly or indirectly. This is especially true for the elderly who could move to housing perhaps more suitable to their needs, leaving their houses for families to utilize more feasibly.

    The village also recognizes the need to extend the storm sewers in the northeastern and southwestern part of the village to enhance the housing and business opportunities within the village and to preserve the value of housing and businesses already located within the village. The village further recognizes that it will become necessary to acquire easements or other interests in land to accommodate this expansion. (Part of Res. 1979-8)
