Chapter 13.12. WATER SERVICE AND WASTEWATER USER CHARGES AND RATES |
§ 13.12.020. Rates established.
A.
Monthly Charges.
1.
First two thousand gallons per month at eleven dollars and forty-four cents ($11.44) per one thousand gallons, with a minimum charge of twenty-two dollars and eighty-eight cents ($22.88);
2.
All water used as measured by the village over two thousand gallons per month at five dollars and sixty-three cents ($5.63) per one thousand gallons.

On May 1, 2009 and on each May 1 thereafter, the superintendent shall adjust the rate set forth in the immediately preceding subsections A.1. and A.2. by adding to the rate in effect on the date of adjustment a sum equal to three percent of such rate.
B.
The rates set forth in subsection A of this section shall be charged per individual family unit for residential use; and per building unit for commercial and industrial use. Each unit shall have a meter. Where an additional meter has not been installed, billing shall be doubled (i.e., a minimum charge of forty-five dollars and seventy-four cents for the first four thousand gallons, or such amount as adjusted from time to time as provided by this section, etc.).
C.
Bulk Sale of Water. Bulk water sold to tank wagons loading water at a location provided by the village shall be charged at the rate of twelve dollars and forty-seven cents ($12.47) per one thousand gallons. On May 1, 2009 and on each May 1 thereafter, the superintendent shall adjust the rate set forth in this subsection C. by adding to the rate in effect on the date of adjustment a sum equal to three percent of such rate.
D.
Users outside the village limits shall pay at a rate double the rates set forth at subsection (A)(1) of this section and at the same rate set forth at subsection (A)(2) of this section.
E.
The adequacy of the charges and rates for water service shall be reviewed annually by certified public accountants for the village who shall report the outcome of their review in the annual audit report presented to the village board. Based upon such report, the village board shall determine whether or not revenue generated by the charges and rates for water service is adequate to pay costs associated with supplying water to customers of the system including, without limitation, the cost of operation, the cost of maintenance, the cost of replacing components of the system and debt service. Adjustments to the charges and rates for water service shall be made to the extent necessary to insure that the revenue generated is adequate to cover all costs associated with the supply of water by the system.
