§ 15.40.068. Owner/operator to provide adequate heat.
It shall be the responsibility of the owner of a dwelling unit to provide adequate heat to every habitable room within a structure during the time of the year when it is necessary as determined by this chapter. All owner/operators of all leased dwelling units shall be responsible for providing adequate heat to every habitable room of a structure during the times of the year when it is necessary as determined by this chapter, except where there are separate heating facilities for each dwelling unit within a structure, whose facilities are under the control of the occupant of such dwelling unit, then it shall become the responsibility of the occupant to maintain adequate heat as set forth in this chapter.
