§ 16.04.050. Powers and responsibilities of village officials, administration.

  • Personnel from four offices of the village of Metamora are concerned with the administration of this title. These offices exercise the following power and authority regarding this title under state law:

    A.

    Planning Commission.

    1.

    To review the preliminary plat and advise the subdivider in the preparation of final plat,

    2.

    Require resubmittal of preliminary plat and final plat if changes are advised of to the subdivider, and subsequently review the final plat,

    3.

    To make recommendations to the village board on the approval or disapproval of all plats,

    4.

    To recommend to the village board any variances to this title following a public hearing,

    5.

    To recommend to the village board any amendments to this title following a public hearing, and

    6.

    Conduct all public hearings pertaining to this title;

    B.

    The Plat Officer.

    1.

    To maintain permanent and current records of and pertaining to this title,

    2.

    To receive and file for public record all applications and pertinent data for preliminary and final plats,

    3.

    To supply planning commission with all applications, pertinent data and plats,

    4.

    To schedule public hearing by planning commission for consideration of petitions for amendments and variances to this title,

    5.

    To receive and file for municipal public record all final plats and support data, studies and certificates required by this title, and

    6.

    To enforce the regulations of this title and to bring to the attention of the village attorney any violations or lack of compliance herewith;

    C.

    Village Engineer.

    1.

    Review all plans and specifications regarding public improvements required by this title and submit an oral or written report of any recommendations to the planning commission and village board, and

    2.

    Inspect all public improvements constructed or installed prior to the release of the performance bond to ensure the improvements were constructed or installed in accordance with the plat and pertinent data as had been approved by the village board and report the results of the inspection to the village board;

    D.

    The village board.

    1.

    Approve or disapprove all preliminary and final plats referred to it by the planning commission,

    2.

    Approve or disapprove, after public hearing, amendments to this title referred to it by the planning commission or by its own recommendation,

    3.

    Approve or disapprove variances to the requirements of this title referred to it by the planning commission,

    4.

    Charge the plat officer with the enforcement of this title when violations of this title have been found to exist,

    5.

    Approve or disapprove intended dedications and, by ordinance, declare public reservations of land,

    6.

    Approve or disapprove requests for or order vacations of streets, alleys, easements or other public places and compensate justly, accordingly,

    7.

    Accept or deny acceptance for maintenance of the public improvements required to be constructed in a subdivision by this title.
